Government Ministries and the Civil Service

Purpose of the Ministries

Government ministries are the executive arms of the executive branch. Their sole function is to implement the President’s policies and regulations while maintaining strict control over the quality of implementation, pursuing continuous improvements in efficiency, and using the state budget prudently and economically.

Minister and Director General

Each ministry will be headed by a professional minister who will direct the implementation of presidential policy within that ministry’s field.

The ministry’s day-to-day operations will be managed by a professional Director General, appointed directly by the minister as a trusted official responsible for managing the ministry’s executive arm.

A Professional Civil Service Without Tenure

Ministry employees are civil servants. To prevent politicization, they will be recruited solely on the basis of objective professional qualifications and will not be appointed directly by the minister.

However, to ensure the transparency and efficiency of the civil service, government employees will not receive tenure. The ministry’s Director General will possess full organizational authority to dismiss employees who fail to meet performance and efficiency targets.

Closed List of Ministries

The Government of Yehodaya will consist exclusively of the following ministries. They are arranged alphabetically or thematically, without any hierarchy of importance:

Environmental Protection
Health
Internal Security - police, home-front security, border guard, fire services, and prisons
External Security - the military and special services
Foreign Affairs
Education
Interior
Social Assistance - Welfare
Infrastructure and Energy

Prohibition on Expanding the Government

The list of government ministries above is closed and exhaustive.

The Constitution will prohibit the establishment of additional ministries, cross-government ministries, or the division of existing ministries.
