Supremacy and historical entrenchment of the Bill

This Bill of Rights constitutes a fundamental condition and founding covenant of the State of Yehodaya. Every governing authority deriving its powers from the Constitution shall remain fully and unconditionally subordinate to it.
In recognition of the sanctity and supremacy of the rights enshrined herein, no provision of this Bill may be repealed, diminished, or amended except under extraordinary circumstances of existential and historic gravity. Any such amendment shall require the approval of at least 90% of the members of the Sanhedrin, followed by the support of more than 80% of all eligible voters in a national referendum.
